VIII. Property of every officer, soldier, sailor of mariire, actually engaged in th'e military or naval service, or of such as have been disabled in such service, to the value of $1000 ; provided, that the above exemptions shallnot apply to any persen whose property, exclusive of household furniture, shall be assessed at a value ex coding $1000. . The addi tional taxes on incomes or profits for the year 1863, levied by this act, shall be as sessed and collected forthwith ; and the taxes on incomes or profits for the year 1864, shall be assessed and collected ac cording to the provisions of the tax and. asspssmerit acts of 1803. Sec. 7. So much, of the tax. act of the 24th day of : April, 1863, as levies a tax on incomes derived from property or ef fects on the amqunt or value-of which a ' tax is levied by this act, and also the 1st Section of said act, are suspended for, 1 L i . - the year 18G4, and no estimated rent, bird or interest on property or . credit herein taxed ad valorem, shall be assess ed Or taxed as incomes under the tax act of 1863. :.- Sec. 8. Editorials from the pen of one of the ablest financial writers in this or anv other countrv will be n relented. in each number. i Ffr reasons not now proper to be mention- eu, ww lwrwear 1,0 give ine names ox most who shall compose the regular editorial staff, but we flatter ourselves that when they shall appear thev will be found to constitute such j an array of talent as cannot be excelled onl this continent. j The well known character of the individual whose name appears below, as a stenographic reporter, furnishes, we presume, a guarantee that, in all that relates to important political speeches and debates, whether in leg illative assemblies or out of them, the " HERALD " 'will present advantages certainly not! to be excelled by any paper in the Confederacy. ' The farming interests will be faithfully vin-" dicated, and care taken to disseminate the earliest intelligence which a proper regard for the welfare ef that great element pf na tional wealth and power shall demand. I In the matter of correct commercial intelli gence, equal zeal shall he manifested, our ob ject being to assign .to each of these depart ments an editor otkfiown experience and aoiubj- ; ;'' Arrangements are on foot by which to se cure the earliest fortign news, and the paper trill contain such editorial talent as will folly elucidate the bearing of foreign diplomacy upon Southern interests.
